EU continues to support the State Border Guard Service of Ukraine in transforming into a modern, employee-oriented agency

Twelve HR experts and managers from the State Border Guard Service of Ukraine (SBGS) are undergoing a training course on modern human resource management concepts, tools and practices. The activity is being implemented through the EU-funded Project “EU Support to Strengthening Integrated Border Management in Ukraine (EU4IBM)”.

Recruitment, on-boarding and adaptation, performance evaluation, training and development of personnel, HR-metrics and analytics, competences and reward, corporate culture and employer’s brand are some of the 11 vocational modules in the course. After completing the training course, SBGS HR experts and managers will apply their knowledge and skills to the practical domain of reforming and improving the SBGS HR management system.

“EU4IBM supports the border guards in improving their management of human resources and building their institutional capacity, inter alia, by ensuring training SBGS HR staff on modern HR tools and techniques applied in private sector, which eventually contributes to rendering better services to their clients: travellers, economic operators, and Ukraine as a whole”, commented Arunas Adomenas, EU4IBM Team Leader.

As a preparatory phase, the EU4IBM project carried out a multilayer analysis of the existing human resources management system in the Border Guard Agency of Ukraine last year. To begin with, the Staff Engagement Survey was conducted to identify key obstacles and opportunities, to catch some critical insights based on the staff perception.

The survey was followed by a Gap and Maturity level analysis of the HR management system, which provided different, systemic-level, findings. Similar action was undertaken with regard to the SBGS training system. In parallel, the Project experts conducted a number of analyses and reengineering of HR business processes for SBGS, and trained their staff to further do the BPA&R by themselves, which will contribute to optimizing work processes in the long run.

All of the above findings will establish the foundation for the SBGS HR Development Strategy, serving as a guiding point in making SBGS a modern, effective, employee-oriented service. The current HR training will also contribute to further transformation of the Agency.
