About integrated border management in Ukraine

Integrated border management (IBM) in Ukraine is a coordinated activity of the competent state bodies and military formations, aimed at creating and maintaining a balance between ensuring the appropriate level of border security and keeping the state border open for legal cross-border cooperation and travelling.

The IBM subjects in Ukraine are: Ministry of Internal Affairs, Ministry of Foreign Affairs, Ministry of Infrastructure, Ministry of Finance, State Border Guard Service, State Migration Service, State Customs Service, Security Service of Ukraine, National Police, National Guard, State Service of Ukraine on Food Safety and Consumer Protection, Armed Forces (Air Force and Navy). They interact at the intra-service, inter-agency, state and international levels to achieve the goals of state policy in the field of IBM.

To develop the IBM system and approximate Ukraine’s border management process to European standards and best practices, the EU is providing support to Ukraine in identifying and filling the gaps in national reforms implementation, in reengineering of business processes and improving HR management system, providing analytical information and tools, improving the border control procedures and developing the models of checkpoint concepts, improving of inter-agency coordination and information exchange at the national level and with neighbouring countries.

Such assistance is provided within the framework of the project “EU Support in Strengthening Integrated Border Management in Ukraine (EU4IBM)”, along with a number of specialized EU projects. Building of the IBM system in Ukraine is based on the National Strategy and the Action Plan for integrated border management, developed with the assistance of the EU and adopted in 2019.
