The security of a country, the development of its economy and human capacity depend on the effectiveness of the state border management. Developing an effective system of state border management contributes to cross-border cooperation, increases revenues of national and local budgets, promotes tourism, and simplifies other forms of legal movement of persons, services, and goods. At the same time, state borders should remain sealed to all types of illegal activities that can threaten the stability of the country.
Integrated border management is a coordinated activity of competent state military bodies of Ukraine aimed at creating and maintaining a balance between ensuring the appropriate level of border security and maintaining the openness of the state border for legal cross-border cooperation, as well as for travellers.
The actors of the integrated border management in Ukraine include the Ministry of Internal Affairs, the Ministry of Foreign Affairs, the Ministry of Infrastructure, the Ministry of Finance, the State Border Service, the State Customs Service, the State Security Service, the National Police, the National Guards, the State Service on Food Safety and Consumer Protection, the Armed Forces (Air Force and Navy), which interact at the departmental, interdepartmental, state and international levels to achieve the goals of state policies in the field of integrated border management.
Other state bodies may be involved in the implementation of individual tasks in the interests of implementing state policies in the field of integrated border management as well.
