As part of the ongoing support under the EU-funded EU4IBM-Resilience project, implemented by the International Centre for Migration Policy Development (ICMPD), IT equipment for the deployment of the AI-powered HRM pilot solution was delivered and officially handed over to the State Border Guard Service (SBGS) of Ukraine on 6 February 2026.
The equipment will serve as the technical infrastructure for piloting a localized AI-based solution aimed at enhancing the efficiency and effectiveness of Human Resource Management (HRM) processes within the SBGS. The pilot will enable fast and impartial automated analysis of structured and unstructured feedback to further improve the adaptation process for newcomers. The adaptation process was developed with expert contributions from the EU4IBM-Resilience project through a comparative analysis of EU best practices, expert recommendations, and associated working group work, as well as targeted consultations. It involved close collaboration with the SBGS on the approach, design, and content of the Adaptation Package, culminating in its publication for the second year in a row.

AI-powered analytics is also expected to support the implementation of staff engagement surveys, a regular tool used in EU Member States’ law enforcement agencies to assess institutional effectiveness through staff engagement, identify gaps, set target improvement indicators, and shape associated measures. The methodology for this type of survey at SBGS was developed during the previous phase of the EU4IBM project and applied in the SBGS for the very first time. Internal polls, a tool now widely used in HRM at SBGS, are also expected to significantly benefit from this project support.

In addition, the AI tool will facilitate more efficient communication between headquarters and local HR units and introduce an AI-based HRM assistant capable of handling routine inquiries, generating templates for job descriptions and correspondence, and assisting in the analysis of resumes and cover letters. The application of this solution is expected to significantly reduce the time required for feedback analysis (by up to 80–90%), improve the identification of systemic trends, strengthen internal HR communication, and lay the groundwork for scaling AI-based tools across other HR domains, including reporting, analytics, and training.
“By supporting the pilot introduction of AI-based analytical tools in HRM, the project contributes to strengthening institutional resilience and modernizing internal management processes within SBGS. This initiative demonstrates how a structured approach, combined with expertise and modest financial support, enable innovative solutions that help enhance efficiency and align with EU standards and best practices,” emphasized Vyacheslav Toporov, Senior Project Manager of EU4IBM-Resilience.
This initiative is an important component of the project’s broader commitment to the resilience and modernization of the State Border Guard Service of Ukraine. While the AI-powered solution enhances HR management efficiency, EU4IBM-Resilience simultaneously supports the SBGS across multiple critical fronts, from supporting medical and psychological rehabilitation of servicepeople to delivering high-tech border surveillance systems. By addressing both the infrastructure and the human-centric needs of the agency, the project continues to strengthen the SBGS’s capacity to protect Ukraine’s borders while moving closer to full alignment with EU standards.
